UN Secretary-General António Guterres has issued a stark warning against allowing artificial intelligence (AI) to play a role in decisions regarding the launch of nuclear weapons. Speaking at the Arms Control Association (ACA) meeting, Guterres highlighted that the risk of nuclear conflict is at its highest since the Cold War due to an arms race enhanced by emerging technologies like AI. He stressed the need for disarmament and called for the U.S. and Russia to re-engage in negotiations to fully implement and extend the new START treaty. Guterres also emphasized that decisions on nuclear weapon use should remain with humans, not machines or algorithms, citing historical instances during the Cold War where automation nearly led to catastrophe. He referenced the “dead hand” system of the Soviet Union and a specific 1983 incident where a false alarm could have led to nuclear war, underscoring the potential dangers of relying on automated systems for such critical decisions.
