In March 2023, top AI company leaders compared AI risk to nuclear war, sparking headlines but failing to guide AI policy effectively. This narrative has led to national resource hoarding for tech supremacy, complicating regulation. Instead, global collaboration is essential to harness AI’s benefits. The Human Genome Project (HGP) serves as a historical precedent for such cooperation. Launched in 1990, the HGP was a global effort involving interdisciplinary teams and international cooperation, leading to significant scientific and economic benefits. Privacy concerns around genome mapping were mitigated through policies like HIPAA and the Ethical, Legal, and Social Implications (ELSI) Research Program. Similarly, AI faces unknowns and anxieties, necessitating a multi-disciplinary, global approach to governance. The US should lead global AI collaboration, drawing from the HGP’s success. Establishing international cooperation, akin to the Bermuda Accord for genome data, and significant government investment in AI R&D are crucial steps. This collaborative model can ensure AI serves public and social interests, avoiding the pitfalls of weaponization while driving economic prosperity and innovation.
