The AI Dilemma in Electoral Processes
As artificial intelligence (AI) continues to permeate various aspects of society, its role in elections has become a topic of intense debate. While AI offers potential benefits for improving electoral processes, recent global elections have highlighted the technology’s susceptibility to misuse and abuse. This has led to calls for regulation, with some advocating for outright bans on AI in elections.
Key Considerations:
- AI and deepfakes have been misused in recent elections in Indonesia, Turkey, and South Korea
- The Commission on Elections (COMELEC) in the Philippines has called for legislation banning AI use in elections
- The National Citizens’ Movement for Free Elections (NAMFREL) opposes a ban, citing potential limitations on innovation and free speech
- NAMFREL proposes a Code of Conduct based on six key principles for ethical AI use in elections
A Balanced Approach to AI in Elections
Rather than implementing a blanket ban on AI in elections, NAMFREL advocates for a nuanced approach that harnesses the technology’s potential while mitigating its risks. The organization recommends drafting a Code of Conduct rooted in six fundamental principles: transparency, respect for human rights, accountability, truthfulness, fairness and non-discrimination, and oversight by COMELEC.
This framework aims to create a responsible environment for AI use in elections, encouraging innovation while safeguarding the integrity of the democratic process. By promoting transparency in AI-generated content, respecting individual rights, ensuring accountability, upholding truthfulness, preventing discrimination, and establishing proper oversight, the proposed guidelines seek to strike a balance between technological advancement and electoral integrity.
