Virginia is on the verge of becoming the second U.S. state to implement regulations aimed at high-risk artificial intelligence systems, following Colorado’s lead. The Virginia State Senate has passed the High-Risk Artificial Intelligence Developer and Deployer Act, which targets AI systems that make autonomous decisions or significantly influence decisions. If signed into law by Governor Glenn Youngkin, the regulations will take effect on July 1, 2026.
